FloridaGrowth.org has as its foundation the work done by the Growth Management Study Commission, which endeavored to evaluate Florida’s growth management process.
The original Commission evaluated the state’s growth management system and made recommendations to ensure that the system would “continue to meet the needs of a diverse and growing state.”
The architects of the original Commission endeavored to create a diverse membership which would reflect Florida’s citizens and include individuals with an interest in growth management, business, economic development, the environment, agriculture, local government, education, public safety, and growth management professionals.
The Commission was to consider “related trends and conditions affecting the environment, economy, and the quality of life in Florida” and would “identify appropriate goals and desired outcomes for planning and directing the future growth of our state including delineation of issues of state significance.”
The Commission was to recommend state, regional and local implementation strategies to further the goals and achieve the desired outcomes. Also, consideration was to be given to the role and responsibilities of citizens in the planning process. The commission was to examine the adequacy of regional programs as well as the adequacy of current law to protect property owners.
The Commission was directed to prepare recommendations for the development of a state rural policy that “includes mechanisms for rural economic development and the continued viability of agriculture while protecting the unique characteristics of rural areas.” The final charge to the Commission was to suggest public and private incentives such as financial incentives, target funding and infrastructure spending policies that serve to guide development patterns. The Commission’s recommendations was to provide Florida with a “blueprint for action that better ensures quality communities well into the next century.”
